1. Preheat oven to 400°F (200°C). Line a baking sheet with parchment paper.
2. Pat chicken wings dry with paper towels. In a bowl, combine salt, pepper, flour, cornstarch, garlic powder, and onion powder. Toss wings in the mixture until evenly coated.
3. Arrange wings in a single layer on the prepared baking sheet. Bake for 25-30 minutes, flipping halfway through, until golden brown and cooked through.
4. While wings are baking, prepare the sauce. In a saucepan, melt butter over medium heat. Add minced garlic and cook for 1 minute until fragrant. Stir in mayonnaise and milk. Bring to a simmer.
5. Reduce heat to low and stir in Parmesan cheese until melted and smooth. Stir in chopped parsley.
6. Once wings are cooked, toss them in the garlic parmesan sauce until evenly coated.
