1. In a bowl, combine flour, salt, and pepper. Dredge shrimp in the flour mixture.
2. In a separate bowl, whisk together cornstarch, soy sauce, honey, rice vinegar, sriracha, ginger, and garlic.
3. Heat vegetable oil in a large skillet or wok over medium-high heat.
4. Add shrimp to the hot oil and cook until golden brown and cooked through, about 2-3 minutes per side.
5. Pour the sauce over the shrimp and toss to coat evenly. Cook for another minute, until the sauce thickens slightly.
6. Garnish with chopped green onions and sesame seeds. Serve immediately with rice or noodles.
